On December 10th and 18th, 2008, members of the International People's Democratic Uhuru Movement confronted Mayor, Michael Nutter at his "Town Hall Meetings" that were held to justify the slashing of $108 million from libraries, educational and recreational programs, while leaving $1 billion intact for "Criminal Justice & Public Safety." The Uhuru Movement calls this a Billion Dollar War Budget - 24% of the city's budget spent on prisons, the public policy of police containment, and the ongoing criminalization of the African community.
